节约型政府建设研究
摘    要

    节约型政府是指通过采取法律、经济和行政综合性措施，提高资源利用率，把政府的资源消耗维持在最低水平，并以尽可能低的行政成本，获得最大的社会和经济效益。建设节约型政府对社会、经济的发展意义重大。
    近二十年，我国已加大了节约型政府建设的步伐，在节能、规范公务接待管理和公务用车管理等方面都卓有成效，但仍然面临着诸多问题：政府人员缺乏节约意识、政府职能的错位与越位导致成本增加、政府机构规模和人员规模过大、行政成本高等等。针对这些问题，我国政府必须提高干部素质，强化政府公务员的节约意识；转变政府职能，合理确定政府规模；构建科学运行机制，降低行政成本；完善政府行政绩效评估，提高行政效率；加强各项制度建设，健全制度保障；大力反腐，加强政府廉政建设，从而推动节约型政府的建设。

Abstract

The notion of economical government refers that through adopting the law, the economic and the administrative measures comprehensively, government improves the resources utilization rate, maintains government's capital source consumption at the lowest level to obtain the most social and the economic efficiency with the lowest administrative cost. Constructing such a economical government means a lot to the social and economic development.
In the latest two decades, our country has enlarged the step of constructing the economical government. It is fruitful in saving energy conservation, standard the official reception management and the official vehicles use management and so on. However, we are still facing many problems, for example the government personnel are lack of save consciousness while the misplacement and offside of departments’ functions cause the high cost, the oversize of the government organization scale and personnel as well as the high cost of administration and so on. According to these problems, our government must improve the government leaders’ quality, strengthen the save consciousness among the government personnel, transform the government function and set the reasonable government scale. At the same time, we should establish a scientific operational mechanism to reduce the administrative cost, perfect the government administrative efficiency appraisal to enhance the administrative efficiency and strengthen every system development. After all, the government needs to enhance the cultivation of honest government, and all these will promote the harmonious development of the society.
