公民满意导向的服务型政府建设
摘 要

服务型政府是指在“公民本位”的理念指导下，对公民、社会的需求迅速做出回应，为社会提供高效、优质的公共产品和公共服务并承担责任的政府。
我国各地建设服务型政府成效显著，但仍存在明显的问题：政府职能一直存在越位、缺位和错位，忽视制度创新，绩效评估和监督制约机制不健全，缺乏明确的服务要求和标准，公务员素质不高；未充分调动公民参与的积极性，对第三部门的培育不足等。
我国应该将公民满意作为服务型政府的现实评价标准，全面建设公民满意导向的服务型政府。我国政府必须牢固树立“公民本位”理念，解决政府职能转变中的“三位”问题，完善政府回应制度，创新公民参与的政府运行机制，建设公民满意的高素质公务员队伍，同时大力发展第三部门。

Abstract

Service-oriented government is a government which is guided by “citizen-based" concept, responds quickly to the needs of citizens and society, provides public services and public goods  with high quality and efficiency and assumes responsibilities.
Some achievements have been gained in developing a service-oriented government, however there still exist some problems: the government function has always been offside, vacant and dislocated; system innovation neglected, performance and supervision system imperfect, service requirements and standard obscure, civil servants with low quality, the enthusiasm of citizen participation less aroused, the third departments less developed, and so on. 
Therefore, our country should establish a service-oriented government to satisfy citizens with an evaluation standard of citizen satisfaction. Our government should set up the “citizen-based" concept, solve the above questions of being offside, vacant and dislocated existing in the government function transformation, perfect government responding system, innovate government operational mechanism with citizen participation, develop a group of civil servants with high quality and citizen satisfaction and develop the third department vigorously.
