政府购买居家养老的实践、问题及其改进分析
【摘要】随着我国城市人口老龄化形势的日益严峻，机构养老资源日渐不足，居家养老模式将成为众多老年人的主要养老模式。但作为一种新生事物，政府购买居家养老在发展的过程中，难免存在一些问题和不足。深圳市政府购买居家养老，使居家老人的生活质量得到了明显的改善，并为专业为老服务机构的发展提供了机遇，从长远来看减轻了政府的财政负担。但在政府购买居家养老的实践过程中，也存在经费来源渠道单一、居家养老服务机构发展不成熟等问题。只有丰富政府购买居家养老的资金来源，鼓励和支持为老服务机构的发展，并优化全市居家养老资源配置，构筑居家养老的社会支持系统，政府购买居家养老服务才能够健康、稳定和持续开展。

The Practice and Problem of Government Purchase Home Pension Services and Its Analyzation for improvement
——An Example in Shenzhen City
【Abstract】With the city aging situation is becoming in creasingly severe, the aged care facilities resources being insufficient, the housing supporting for the aged would become the main parents-supporting pattern for most old people. However, as a new thing, in the development of purchase of home pension services, inevitably, there are some problems and shortcomings. Shenzhen municipal government to purchase home pension services so that the quality of life of the elderly at home has been significantly improved, as well as professional services for the elderly to provide an opportunity for the development, in the long run to reduce the government's financial burden. However, in the practice of government purchase home pension services process, there are also sources of funding for a single, the development of old-age home services immature. The paper give some suggestions and ways to improve the government purchase home pension services.
