实现社会公平才能建设全面小康社会
摘    要
全面建设小康社会，是我国进入21世纪起到2020年期间的宏伟战略目标。我国已经在实现这一宏伟战略目标的征程中取得了巨大的成就，确定了充分的信心。但是面对这一艰巨任务，我们也还许多重大的课题需要攻克。正确认识与解决好效率与公平的关系，就是关于能否实现这一宏伟目标的现实而又长期的课题。本文通过分析全面小康与社会公平的含义，论述社会公平与全面建设小康社会的关系，社会公平与社会发展的关系，社会公平与效率问题的关系。得出社会公平是构建和谐社会的一个重要问题，是建设全面小康社会的前提的结论，认为要全面建设小康社会就必须在坚持效率优先的前提下更注重社会公平。并提出一些关于如何构建公平社会的建议，从而为全面建设小康社会营造良好氛围，从而达到更好地建设全面小康的目标。

Abstract
Building a relatively affluent society in an all-round way is one of the grand strategic goals of our nation during the first two decades of the 21st. century. A great achievement has been made for such a goal as the nation's confidence established. However, to fully accomplish this hard mission, there are many serious problems to be overcome. Whether correctly or not to balance the relationship between performance and equity, can be the long-time subject concerning whether or not a relatively affluent society can be realized. This paper analyzes the true meaning of the all-round affluence and the fairness of a society, and discusses the relationships between an all-round well-off society and social equity, and between social equity and social development. A conclu-sion follows: the social equity plays a key role in building a harmonious society, as a requirement. To build an all-round well-off society we must be more aware of social equity while insisting on the efficiency. At last some advices are given on how to build and to promote an all-round well-off society.     [Key word]social equity, all-round well-off society, harmonious society, efficiency
