论突发事件应对中的政府信息公开――以汶川地震和三鹿奶粉事件为例
【摘要】政府信息公开是政府突发事件管理的根本，也是政府进行有效突发事件管理的关键。在突发事件应对中，政府信息公开是否及时、真实、全面关系到政府处理危机的能力和效率，甚至关系到政府的公信力。本文试从突发事件中的概念界定和政府信息公开制度的基本概念和基本理论入手，通过对比汶川地震和三鹿奶粉事件中政府信息公开的情况，系统阐述在突发事件应对中政府信息公开的重要性。最后，本文分析了当前我国政府在处理突发事件时信息公开存在的若干现实问题，并针对这些问题提出了相应的解决措施。

The Analysis of Administration information publication on public emergency dealing
----Analysis from Wenchuan earthquake and Sanlu nutrition event

【Abstract】: The administration of information Publication is not only the basic content of the public emergency，but also the key for administration to improve public emergency management effectively. Whether the administration information publication is timely, real, overall related to the compatibility and efficiency of administration when dealing with the public emergence problem. Moreover, t is relating to the administration trust. This thesis try to start with the concept and theory of public emergency and administration information Publication， compare the Wenchuan earthquake with the Sanlu nutrition crises to analyses how government behaving at the two public emergencys,sum up the importance of administration information publication dealing with public emergency. Finally, The thesis analyzes the real Problems of our country in the public emergency dealing and suggest some measures to solve them.
