香港公共医疗卫生服务现状、变革及启示
【摘要】卫生事业是一个国家国民健康和身体素质的重要部分，而政府提供的公共卫生服务就是一个国家的卫生事业中的最主要也是最重要的一个部分。我国香港地区在英国的长期殖民统治下，在相当长的时期内接触着世界上相对先进的医疗经验，建立了一套相对完善的医疗卫生体制，然而随着香港人口老化的问题日益严重，政府大量的医疗投入难以长期维持，因此必须就医疗体制进行改革。而当前我国的医疗卫生体制改革也走进了一个新的阶段，《中共中央国务院关于深化医药卫生体制改革的意见》也明确的确定了公共医疗的公益性质，走管办分离的道路。基于以上理由，我选择了香港的公共医疗卫生服务进行研究，并采用文献研究方法得出一些对我国医药卫生体制改革的启示，包括了：要转变我国医疗服务理念，加大政府投入；借鉴香港公共医疗融资改革，建立个人健康保险储备；实行医药分离，保障医生的合法合理的收入；实行管办分离，提高公共医疗卫生事业效益。

Hong Kong's public health care service status quo, reform and inspiration
【Abstract】Medical and health services is an improtant part of nationality public health and physical fitness, and public health services provided by the government is the most important part. Public hospitals provided by the government are the main sectors of public services. Hong Kong is ruled by the United Kingdom for a long time and has built up a relatively comprehensive health care system. However the problem of an aging population is becoming increasingly serious, a large number of medical and long-term investment by the government is difficult to maintain. It is necessary to reform the health care system. And the medical and health system reform in China has entered a new stage. "The CPC Central Committee and State Council on Deepening the views of the medical and health system" has also clearly defined the public nature of public health care system, and the management and administration of public hospitals will be seperated.Based on the reasons above,I decided to make a study of Hong Kong’s public health care service and I used the literature research methods. I have got some inspiration to China’s medical and health system reform,including:the concept of China’s medical services should be changed,the government should increase their investment;draw on the experience of Hong Kong,build up the personal health insurance reserves;separate the medicine services from medical services and protect the doctor’s legal income;separate building hospitals from managing in order to enhance the effectiveness.
