【摘要】公共部门绩效评估作为一种为西方各大发达国家实践证明有效的管理工具,但是在我国的探索实施却是困难重重,取得的效果令人难以满意。目前,我国公共部门绩效评估仍然处于探索阶段,还缺乏统一的评估方法和标准,实践的力度和效果也很不均衡。但是,在实践的过程中,各级政府都在探索传统的行政办法评估与公共部门绩效评估工具相结合的途径。其中,尤其以厦门市思明区所进行的公共部门绩效评估实践为典型。鉴于此,本文将从我国政府实行公共部门绩效评估所遇到的困难和问题出发,以厦门市思明区改革实践为例,来探讨完善我国政府公共部门绩效评估的途径。

【Abstract】Public sector performance evaluation as a major Western developed countries have proven to be effective practice management tool, but in China to explore the difficulties, the results far from satisfactory. At present, China's public sector performance evaluation is still at the exploratory stage, but also the lack of a unified national approach and standards, the intensity and effectiveness of the practice is also very uneven. However, in practice, the local governments at all levels are exploring ways to the traditional administrative and public sector performance evaluation tool combining means. Among them, particularly in Xiamen Si Ming conducted to assess the performance of the public sector for a typical practice. In view of this, this article from the Chinese government to implement the public sector to assess the performance of the difficulties and problems encountered in starting to practice Xiamen Si Ming reform as an example, to explore ways to improve the performance of our government to assess the public sector channels.
