从政治学角度分析政府行为有效性的提升
【摘要】有效的政府行为对公共管理事务有良好积极的推动作用。本文以155名深圳市民问卷调查为样本，通过实证分析得出政府行为有效性不足之处有：第一，民众对政府行为认知不足；第二，民众了解、参与监督程度不足；第三，政府行为法律程序化、公开化不足；第四，政府机构规模过大，政府人员服务意识欠缺。本文从政治学角度分析，提升政府行为有效性的路径方法有：第一，明确国家成员权利与义务；第二，保证政府权力行使的合法性；第三，政府机构权力的集中与分散；第四，规划政府职能。

【Abstract】The effective government action can work on promoting the management of public affairs. Based on 155 people in Shenzhen for the sample survey. Through the empirical analysis of the effectiveness of government action deficiencies are as follows: First, People are short of the public perception of government action; Secondly, the people taking part in and monitoring are  inadequate; Third, the legal procedures, of government's actions lack of openness; Fourth, the scale of government agencies and government officials lack a sense of service. This article from the perspective of political science analysis of the effectiveness of government action to enhance the path ways: First, clear the rights and obligations of member countries; Second, to ensure the legitimacy of the exercise of governmental authority; Third, the power of government organization centralization and decentralization; Fourth, the planning functions of government.
