宏腾集团人力资源动态战略规划研究


摘 要

人力资源动态战略规划是指根据组织的动态发展战略、目标及组织内外环境的变化,预测未来的组织任务和环境对组织的要求,以及为完成这些任务,满足这些要求而提供人力资源的过程。其实质是确定人力资源发展战略目标与实施程序。其主要任务是根据企业的发展战略目标,来确定组织的结构、职位职能和人员编制,为组织战略目标的实现提供充分的人力资源保障与机制保障。
本文以河南宏腾集团为例,通过分析该集团人力资源的现状、人力资源动态战略规划对该集团的意义以及人力资源管理战略的指导思想和总体目标,同时结合对该集团内部的基本概况、生产业务发展状况的认识,运用所学的理论,对该集团人力资源未来五年需求总量进行了预测,并对其动态战略规划执行中的人力资源动态配置进行了研究,包括动态职位管理体系的设计和人力资源管理措施规划等几个方面。

Abstract

Human resources dynamic of strategic dynamic programming refers to the dynamic strategy according to the organization’s dynamic development strategy and target of internal and external environment and organizational change, forecasting organization’s requirements, and to accomplish these tasks, meet these requirements and provide process of human resources. Its essence is to determine the human resources development and implementation procedures strategic goals. Its main task is to enterprise’s development strategic objective, to determine the organizational structure, position and staffing, strategic target realization for organizations provides sufficient human resources and guarantee mechanism.
This great leaps in Henan province as an example, through the analysis of the group, the group of the current situation of human resources, the human resources of this group of dynamic strategy programming of the meaning and the strategic human resources management guiding ideology and the overall objectives of this group, and combining the current situation of internal production, business development, using the theory of the learned group human resources total demand over the next five years, and predicted its dynamic strategic programming execution human resource dynamic configuration is studied, including the design of dynamic job management system and human resources management measures programming etc.
