中国创新人才培养的现状与对策建议

摘　要

二十一世纪是知识经济时代。创新是知识经济的灵魂和核心，唯有知识的不断创新，才能推动知识经济不断向前发展。创新的关键在人才，创新要靠具有创新精神、创新思维和创新能力的创新人才来实现。创新人才是知识经济时代对人才培养目标的必然选择,是提升中国国际竞争力、提高民族素质的必然要求。江泽民同志曾经说过：“创新是一个民族的灵魂, 是国家兴旺发达的不竭动力。” 人的创造性的发展及创新人才的培养虽是一个老的命题, 但知识经济时代赋予了它特殊的意义。因此研究创新人才的培养的现状和对策问题，不仅是时代向我们提出的迫切要求，也是迎接全球经济挑战亟待解决的重要课题之一，是能否真正落实中国人才强国战略的关键。本文主要从国家政策的角度来阐述国家在创新人才培养方面的政策和措施。首先论述一下中国创新人才培养的现状，指出在现阶段中国的创新人才培养存在哪些问题，分析这些问题存在的原因并提出建议和对策。

Abstract

 21st century is knowledge economy times. Innovation is the soul and core of the Knowledge economy; only by continuous innovations of knowledge shall we push forward the development of knowledge economy. The key to innovations lies in people Of talents, making innovations depends on talented people who have innovative spirits, minds and abilities. The innovation talented person is the knowledge economy time to the personnel training goal inevitably choice, is promotes our country international competitive power, to improve the national quality the inevitably request. Comrade Jiang Zemin has said: "The innovation is a nationality's soul, is the country prosperous developed does not use up the power." Although human's creative development and the innovation talented person's raise is an old proposition, but the knowledge economy time has entrusted with it the special significance.Therefore research innovation talented person's raise present situation and countermeasure question, not only is the time the urgent need which proposed to us, also greets one of important topics which the global economy challenge urgently awaits to be solved, is whether carries out our country talented person powerful nation strategy truly the key.This article mainly elaborates the country from the national policy angle in the innovation personnel training aspect policies and measures. First elaborates the Chinese innovation personnel training present situation, pointed out which problems has in the present stage China's innovation personnel training, analyzes the reason which these questions exist and puts forward the proposal and the countermeasure.
