促进新能源产业发展的金融配套政策研究

世界能源匮乏，能源消费紧张，环境污染加重，对于经济的可持续发展造成阻碍。新一代能源产业的发展与经济的发展已经形成密切相关的联系，尽管新能源产业对于环境保护、经济的可持续发展的积极作用，但是它所存在的初始投入大，不确定性高，技术发展水平不高等特点，让它的发展处于停滞状态。这些决定了新能源产业的发展必然离不开政策手段的支持，通过一系列配套的金融政策的扶持，调整产业结构，最终达到资源配置的优化。
本文针对中国能源消费中存在经济效益低，能源消费量大，环境污染严重等方面的问题，对当前国内对新能源产业发展的政策选择方面的研究进行了简单总结，并且指出现在我国新能源产业的金融配套政策所存在的不足与矛盾，最终提出从银行政策、财税政策以及对金融工具的运用，对产业链上的各个环节都进行多方面的政策支持的观点。

ABSTRACT

The world's energy shortages and the energy consumption is tension, pollution has increased, hinder the development of sustainable economic.
A new generation of energy industry development and economic development has become closely related to each other. Although the new energy industry
act as a positive role for environmental protection, sustainable economic development.for the reasons that it exists a large initial investment, uncertainty high,a request for technological high, it's development is stagnation. These decides the development of new energy industries can not go without policy instruments’support,with a package of financial policies, adjust the industrial structure, and ultimately optimize the allocation of resources.
In this thesis, on this questions exist in chinese energy consumption with a low benefit,a large consumer, serious environmental pollution and other issues. There is a reserch with a brief summary of the financial policy options for the development of new energy industry in China.It also point out the present financial supporting policy’s limitation and contradictions.Then it make suggestion a range of financial policy from the monetary policy fiscal policy and the use of financial instruments,with a flexible application for all the links on the industrial chain.
