公共权力对养殖业的影响

摘要

市场经济并非万能，纯粹靠市场经济自动调节，是必然会引发生产过剩，从而导致经济危机，所以政府在必要时要伸出权力之手，正确行使公共权力对市场经济做出正确的调节。
公共权力，是指在公共管理的过程中，由政府官员及其相关部门掌握并行使的，用以处理公共事务、维护公共秩序、增进公共利益的权力。公共权力影响着中国经济市场，养殖业的发展与公共权力密切相关。公共权力对养殖业的影响主要表现在政府政策对养殖户行为及养殖业的影响。本文分别以生猪养殖、养殖业排污情况和发展特色养殖业为例子，通过背景分析、问题分析、影响分析和对策分析来阐释公共权力对养殖业的各种影响。
政府通过公共权力对市场实行控制，但如果违反市场规律不当地行使公共权力，则会会造成市场混乱，影响人们正常经济生活。只有按经济规律办事，正确地行使公共权力，才能积极地推动养殖业发展。

The Effect of Public power on Aquaculture

Abstract

The market economy is not a universal, simply rely on the automatic adjustment of the market economy, will inevitably lead to overproduction, leading to the economic crisis, so the government, where necessary, to reach out the hands of powers, the proper exercise of public power to make the right adjustments to the market economy.
Public power is in the process of public administration master and exercised by government officials and their relevant departments to deal with public affairs, maintenance of public order, the power to promote the public interest. Public power to influence Chinese market economy,is closely related to the development of the aquaculture industry and public power. Public power,mainly the impact of the aquaculture industry in the impact of government policies on the behavior of farmers and aquaculture.In my paper,pig farming,aquaculture sewage and development characteristics of aquaculture as an example, to illustrate the various effects of public power to the aquaculture industry through the background analysis, problem analysis, impact analysis and strategy analysis.
   Government,through the public power to exercise control over the market,but if the violation of the laws of the market improper exercise of public power,it will cause confusion in the market,affect people's normal economic life.Only economic laws,the right to exercise public power,in order to actively promote the development of aquaculture.
