工程项目后评价研究—以大理500kv输变电项目为例

摘    要

随着我国市场经济体制改革的逐步加深,尤其电力体制和投融资体制改革的进一步发展,电力企业由于其自身的特殊性,将越来越重视电力建设项目的后评价工作。
本文以云南大理500kv输变电工程项目作为研究对象,通过调研与分析,以项目后评价的原则、内容、程序和常用的评价方法为理论基础,并结合电力建设项目的特点,构建输变电工程项目后评价指标体系和评价模型。包括项目实施过程后评价、项目效果和项目效益的评价、项目社会影响及项目环境影响的后评价、项目持续性评价等。对项目各项指标进行分析的方法主要为对比法。各项指标分析结果显示,该项目的项目决策是正确的,项目实施在总体上是成功的,并取得了较好的经济效益和社会效益。

Abstract

The Studies about Post-project evaluation,are very important to improve and perfect theproject decision-making level, improve the benefit of investment,as well as improving project management responsibility and management level, also are the important and indispensable means of project decision management. Along with the reform of our country market economy system, especially the reform of power system, reform of investment and the development financing system ,the constraint of market economy on investment behavior increasingly strengthening. the electric power enterprise has its own particularity, so will pay more attention to the Post-project of electric power construction projects.
Our research object is the 500 kv power transformer engineering project in Dali, by a large number of research and analysis, and Systematically introduced the principle of evaluation, evaluation content, evaluation procedures and common evaluation method, combine these studies with the characteristics of electric power construction project, construct an electric evaluation index system and evaluation after model of Post-project evaluation, including implementation process, and the evaluation of effect and benefit of the social influence and the environmental impact of evaluation and persistent evaluation, mainly using comparative method to analyze each index project. The analysis results of the index show that project decision-making is correct, project is successful in general, and have achieved good economic benefits and social benefits.
