河南省农村人力资源开发途径研究

摘要

开发农村人力资源是保持国民经济平稳较快发展的客观需要，是全面建设小康社会的内在要求，也是实现农业可持续发展的必要条件。新农村建设、缩小城乡差距、促进社会公平、达到共同富裕、人才强国战略的实现，这些都离不开农村人力资源的开发。河南省是中国有名的农业大省，人力资源分布以农村人口为主，农村人力资源数量丰富，但是总体质量低。为实现社会主义新农村建设，开发、利用和配置好农村丰富的人力资源，关系着河南省农村经济能否快速发展，农业产业结构能否优化升级，农村劳动力能否实现顺利转移。本文以人力资源开发理论为基础，分析了河南农村人力资源的现状以及人力资源开发的现状，提出了加大农村人力资本投资，大力发展农村职业教育等一系列针对河南省农村人力资源开发的具体措施，从而保证能够更充分的发掘农村潜在的人力资源。

Abstract

Human resources development in the countryside is the requirement that used to mantain the steady development of the national economy，to build a well-off society in an all-round way. It is an important element that can realize the sustainable development of the agriculture. It also relates to building New Socialist Countryside， narrowing the urban-rural and interregional gaps in development， achieving the goal of common prosperity and realizing the strategy of reinvigorating China through human resource development. Human resources in Henan，a big province which is famous for its agriculture，is mainly composed of the rural population. Compared with its advantage in number，the level of the human resources is very low. In the process of  building New Socialist Countryside，the exploitation ，utilization and distribution of the human resources are the main factors that will effect the development of the rural economy， the evalutation of the agricultural structure and the shift of the labor from agriculture to industry. Based on the theory of the human resources development， this paper has analyzed the current situation of the human resources in the countryside of Henan. Then it has studied the exploitation of the human resources. It has raised a series of measures that can be applied to the exploitation of the human resources in Henan. Then the exploration of of the latent human resources will be guaranted by the implementation of those measures such as the augmentation of the captial investment in the exploitation of human resources and the rapid development of the vocational education.
