国外腐败犯罪预防初探

摘要
当代社会的腐败犯罪既是人类社会的遗产之一，也是现代文明异化的产物。它作为依附于社会机体的毒瘤，在世界的各个角落里恶性生长，成为一切国家所面临的共同难题和政治生活的重要内容。通常情况下，腐败犯罪只有在其发生后才能对其提出指控，而对腐败犯罪的调查、指控、审判往往是费时、昂贵、不确定的，而且只在当证据确实、充分的时候，控告才能成功。因此，任何反腐败战略首先都应当将重点放在预防腐败上。

The Study on Prevention of Corruption of Foreign Countries
 
Abstract
The crime of corruption of contemporary society is not only one of the legacies of human society, but also a product of the alienation of modern civilization. It grows malignantly like cancer of the society in every corner of the world, and become to be the common problems and an important aspect of political life. Corruption is usually only after its occurrence in its allegations of corruption investigations, charges, trials are often time-consuming, expensive and uncertain, and only when the evidence, when fully charged to be successful. Therefore, any anti-corruption strategies should be the first to focus on the prevention of corruption.
