民族地区公民政治参与的问题、制约因素及对策——以武陵山片区为例
摘 要
政治参与是全体公民对政治体系的介入，是民主政治的组成部分。民族地区公民政治参与是我国民主政治建设的一个重要组成部分。目前，民族地区公民政治参与存在着公民政治参与程度,政治参与意识不强，政治参与的形式单一，非制度化政治参与时而显现等问题。这些问题受到经济发展落后，教育文化水平低，政治参与机制不完善，传统文化中的消极、落后因素，宗族组织的非法干预等因素的制约。为解决这些问题，促进民族地区民主政治的健康发展，应发挥民族经济的优势，充实公民政治参与的基础，大力发展教育，提高公民政治参与的意识和能力，拓宽多层次的公民政治参与的渠道，增加参与的有效形式，挖掘民族传统文化政治资源，注重与主导政治文化融合，打击农村黑恶势力，限制宗族组织对政治系统的干预。

The Problem of Political Participation of Citizens, Restricting Factors and Countermeasures in Ethnic Areas
——A Case of WuLingShan Area
Abstract
The political participation of all citizens in the political system of the intervention, is the democratic political part. Political participation of citizens in ethnic areas of China's democratic politics construction is an important part of the democratic political. At present, political participation of citizens in ethnic areas with low degree of citizens' political participation, political participation consciousness is not strong, the form of the political participation is single, non institutionalized political participation sometimes appear problem. The backward economic development, education and culture level is low, the political participation mechanism is not perfect, negative, backward traditional culture, clan forces the illegal intervention are the factors. In order to solve these problems, to promote the healthy development of democratic politics in ethnic areas, the citizens should seize opportunity, realize national economy to span type develops, expand education energetically, improve the citizens' consciousness of political participation and capacity, widen the multi-level civic political participation channels, increase participation in the effective form of political resources, mining the nationality traditional culture, pay attention to the dominant political culture fusion, accordance with the law against the evil forces in rural areas, restrictions on political clan system intervention.
