北京市工程招投标资格评审研究

摘要
资格评审是建筑工程招投标活动的重要组成部分，可以有效提高招投标工作效率、降低招标风险、保证招投标活动的顺利进行。北京市是经济建设发展较为迅速的地区，有大批优秀的建筑承包企业参与诸多工程项目的投标竞争。资格评审制度的规范化程度，关系到其能否发挥应有的作用。本文首先介绍了资格评审的概念和程序。其次，采用问卷调查法对北京市工程招投标资格评审的现状作了深入分析，重点说明了其资格评审的规定和存在的主要问题。此外，采用对比分析法研究了国内外部分地区典型的资格评审规定及其特点，以期找出他们可供借鉴的地方。最后，从资格评审的程序、内容和方法等方面，提出了对北京市资格评审规定的建议和意见。

Study on the Construction Bidding Qualification Evaluation of Beijing
Abstract
The accreditation is an important part of construction project bidding activities. It can effectively improve the work efficiency of the bidding, reduce the bidding risk and ensure the smooth conduct of the bidding. Beijing is more rapid development of economic construction of the region. There are a large number of excellent construction contracting companies involved in many projects bidding. Degree of standardization of the accreditation system is related to its ability to play its due role. First, this paper introduces the concepts and procedures of accreditation. Second, the use of the questionnaire survey the current state of the Beijing project bidding accreditation made in-depth analysis. It highlights their accreditation requirements and the main problems. In addition, it takes use of comparison analysis to study the domestic and international parts of accreditation requirements and characteristics, in order to identify them for reference. Finally, it puts forward suggestions and opinions on Beijing accreditation requirements from the accreditation process, content and methods.
