公共部门绩效管理的问题及对策


摘要
绩效管理是组织人力资源管理系统中一项重要内容,是其他人力资源管理活动获取相关信息的基本手段,是一个组织赢得竞争优势的中心环节所在。在西方,随着“新公共管理”改革的兴起,绩效管理在公共部门尤其是政府管理中得到广泛的运用,但在我国公共部门更多的还是停留在传统绩效考核的初级阶段,而且理论、实践、制度、指标等存在不少亟待解决的问题,关于这方面的研究国内还比较少。本文试总结和借鉴国内外绩效管理理论和发达国家公共部门绩效管理成功经验的基础上,结合我国公共部门绩效管理的实际情况,找出了其中存在的主要问题并提出了相应的对策。

ABSTRACT
As the main part of human resource management, performance  management is a basic instrument to gain concerned information for other human resource management activities. Performance management is the central like for an organization to win the competitions. In the west, along with “the new public administration, "the rise of reform in the public sector, performance management, especially in the management of government, but widely used in China's public department. Door of more or stay in traditional performance evaluation of the primary stage, and theory, practice and system, the index has many problems to be solved, and the research on domestic still less. This paper tries to summarize and inter-external performance management theory and the developed countries public sector performance management based on the successful experience of China's public sector, combined with the actual situation of performance management, find out the existing problems and puts forward the corresponding countermeasures.
