威海融入东北亚经济圈的发展研究

摘    要
随着经济全球化进程的不断加快,区域经济合作程度的不断加深,东北亚区域经济合作已成为一种必然的趋势。作为东北亚区域的一个经济体,威海如何把握机会加深与东北亚各国的经济合作已成为一个亟待解决的问题。在东北亚区域内,威海的经济合作对象是日本、韩国和朝鲜，但无论在贸易还是投资方面的合作均存在一些问题。针对这些问题,威海应选择一条适合自己发展的路径加以解决。首先,对威海与东北亚各国间的合作基础和潜力进行分析,提出“拓宽合作领域、深化合作层次、提高合作地位”的发展目标。其次,根据设定的目标及各国间经济合作潜力的不同,有针对性的在资源开发、产业技术、金融等领域进行合作提出有效地战略合作。最后,根据在这些领域合作中存在的问题,指出威海应在政府职能、企业自身建设上进行改善,以加强威海在东北亚区域经济合作所要达成的目标。

ABSTRACT
With the progress of the global economy accelerating and the degree of the regional economic cooperation deepening, the regional economic cooperation of the Northeast Asia became a necessity. As the centre of the Northeast Asia, it is a question that how Weihai to grasp the opportunity to deepen the cooperating with the countries in the northeast. In the Northeast Asia, the cooperative partners are Japan, Korea, and North Korea, but there are some problems both in the trading and in the investment. Weihai should choose a way which is fit for the development to solve these problems. Firstly, Weihai should focuses on the Russia, Japan and Korea as the main objects of the economic cooperation. Secondly, according to the different potency in the cooperative countries, Weihai should choose to deepen cooperate in resources development, industrial technology, financial and other fields respectively. At last, on the basis of the problems in these cooperative fields, Weihai should improve the industrial structure, the capacity of the technical innovation and the financial environment to strengthen the regional economic cooperation.
