在市场经济条件下，政府与企业彷佛一对孪生兄弟，形影相随。随着全球经济一体化以及区域经济集团化的纵深发展，市场经济已促使各国政府与企业的关系日趋密切。这一密切的联系是建立在目标统一以及兼有冲突与合作特征的职能分离基础之上的。企业是经济生活的微观组织，是现代社会商品和劳务的提供者以及市场竞争的主体，有权运用其全部财产，依据市场信号独立地进行生产和经营决策，而政府的职能则是为企业提供一个良好的公平的竞争环境以及为企业竞争提供服务。十几年来，理论界从不同角度、不同方面对这个问题进行了探索，取得了一定成果。但是从总体上讲，这个问题还远远没有弄清楚。有鉴于此，本文拟就政府与企业的关系问题作一小小论述。

This close relation is the establishment, in the goal unifies as well as has at the same time the conflict and the cooperation characteristic function separates above the foundation. The enterprise is the economic life Fine texture, is the modern society commodity and the service tenderer as well as the market competition main body, is authorized to utilize its entire fortune, carries on the production and the operating decisions independently based on the market signal, but government's function is provides a good fair environment of competition for the enterprise as well as provides the service for the enterprise competition. For several years, the theorists from the different angle, the different angles have carried on the exploration to this question, has made certain progress. But generally speaking, this question by far has not clarified. Taking this into consideration, this article makes as to the government and enterprise's relational question a small elaboration.
