我国中小企业人力资源管理外包风险与对策探讨
在经济全球化的背景下,中小企业的人力资源管理问题已经成为制约其发展的瓶颈。日益激烈的市场竞争环境下,随着资源业务外包成为潮流,以及构建企业核心能力的需要,人力资源管理外包逐渐成为中小企业的战略选择. 本文在对我国中小企业人力资源管理现状分析的基础之上,论证中小企业人力资源管理外包的必要性;根据人力资源管理外包理论和中小企业的特性,提出中小企业在人力资源管理外包的具休实施过程中所潜在的风险,并对其进行分析;最后,针对这些潜在的风险,提出中小企业在人力资源管理外包过程中每一阶段相应的规避风险对策。

ABSTRACT
Under the background of economic globalization, the problem of small and medium-sized enterprises’ HRM had been a bottle-neck to restrict their development. With the increasingly fierce market competition, HRMO is becoming a strategic choice for the small and medium-sized enterprises as the business resources outsourcing is becoming more and more popular and the needs of constructing core capability in enterprises are increasing. On the basis of the analysis of the status of HRM in our country's small and medium-sized enterprises, this article demonstrates the necessity of HRMO in small and medium-sized enterprises. According to the theory of HRMO and the characteristic of the small and medium-sized enterprises, this article analysis the potential risks of the small and medium-sized enterprises in the implementation procedures. Finally, in terms of the potential risks, this article points the coping strategies in every stage of HRMO of the small and medium-sized enterprises.
