基于技术标准的国家信息资源公共获取策略研究
信息资源的获取是国家信息化建设取得实效的关键，也是衡量国家信息化水平的一个重要标志。随着经济的发展和社会的进步，国家信息资源的这种重要性将更加突出。本文主要从技术标准的角度出发，探讨国家信息资源在这些冲突下的获取策略。从技术标准和国家信息资源公共获取的概念入手，阐述了技术标准与国家信息资源公共获取之间的关系，进而分析技术标准与国家信息资源公共获取对立的根源，以及技术标准下国家信息资源公共获取的现有对策。针对现有对策的不足之处，提出了笔者的建议。

English Abstract
The development and utilization of information resources is not only the key of achieving practical results in construction of national, but also an important sign to measure the level of one country’s information. With economic developing and social progressing, the importance of country information resources will become more prominent. In this paper , we will at the view of the technical standards to explore acquisition strategy of national resources in the in the confliction mentioned above.From the concept of technical standards and public access national information resources , we will interpret the relationship between the technical standards and public acquisition of national information resources, and analysis the root that cause of confrontation between technical standards for public access to information resources and national, as well as the existing countermeasures that the national public access to information resources under the technical standards.Against the inadequacies of existing countermeasures, I put forward some proposals.
