【内容摘要】

随着经济全球化的发展,企业竞争的核心最终就是人才竞争,因此,人事部门无疑成为了企业决策者最重要的智囊团。

企业将人力资源业务外包,作为最近几年在国内企业间兴起的一项潮流,这种人事外包的一个基本前提是:其一、事务性的、繁杂的工作占据了人力资源工作的大部分时间,使得人力资源管理者无法从琐碎的工作中抽出时间,来考虑与企业发展相适应的人力资源管理的策略性问题,即战略性人力资源管理问题。其二、最大程度地利用社会资源和社会化的服务,提高企业的管理效率,降低管理成本。但是,许多企业将事务性的工作外包后,人力资源管理者并不能如企业所期望的那样,从战略的高度来开展工作的能力,他们甚至会发出“外包之后我们做什么”的疑问。所以企业在人力资源业务外包的过程中却不可避免地会遇到种种风险,企业人力资源外包的风险分析是文章分析的重点内容。
