xx中学实施聘用制改革中存在问题及对策探析


近年来,从中央到地方,各事业单位纷纷贯彻执行聘用制改革的宗旨,积极选拔合格人才。陕西省旬阳县在进行了部分地区、部分系统的事业单位聘用制度改革试点后,提出全面推行和实施聘用制。本文以陕西省旬阳县蜀河中学为例,研究了蜀河中学聘用制实施的现状,指出了教师人员的选拔上的问题;在聘后管理上明显滞后;没有相应的法律法规进行约束;激励机制也跟不上时代;绩效考核不合理的问题。针对这些问题,本文从旬阳县蜀河中学实施聘用制现状的客观层面,和人员思想意识的主观层面进行分析,并提出了从转变思想观念,严格了招聘的程序,完善各项保障措施,做好员工的绩效考核,严格监管制度能等方面的改进措施。

Abstract

In this paper XunYangXian shu river middle school in shaanxi province as an example, studies the shu rive middle school recruit make the present situation of implementation, and points out that the teachers of the problem on the selection of personnel; In teaching management is slower; No corresponding legal regulations constraints; Incentive mechanism also can't keep up with times; Performance assessment is not reasonable. To solve these problems, according to XunYangXian shu river implementation of the present situation of the middle school recruit make objective aspect, and people thought consciousness of subjective level surface analysis, and put forward the change from changing concept, strictly the recruitment process program, perfect the security measures, completes the employee performance assessment, strict supervision system can, and other aspects of the improvement measures.
