【内容摘要】

中外公务员养廉制度的比较与思考 改革开放以来,我国经济社会发展取得了巨大成就,在短短二三年间一跃成为目前世界第二大经济体。这一宏伟经济成就的取得与其所依托的政治体制的优越性及其在经济改革过程中又取得的长足发展不无内在的关系。但与此同时,在我国的政府体制和公务员机制中也随之出现了不少的问题,其中一些官员的贪腐现象便成为社会广泛关注议论的焦点之一。 为什么相当数量的政府官员和公务人员会走上贪污腐败的道路?围绕这一中心问题,本文以中外公务员制度的历史,现状为出发点,逐步切入如何改革我国公务员的收入结构与如何完善政府公务人员的退休保障制度,继而展开对我国公务员养廉制度改革和完善的方向与措施之探讨。通过对中外公务员养廉制度的比较与分析,本文得出尝试性的结论是,我国政府公务人员适当的高工薪和优厚的福利、退休保障制度将有助于激励公务员忠于职守,勤政廉政。 关键词:公务员;高薪;退休金;廉政保证金;激励机制 Abstract Since the reform and opening up, China's economic and social development achievements, has become the world's second largest economy, which it relies on political system but also get great progress, can yet be regarded as the epitome of the world political system. Based on the history of foreign civil service system, the current situation as the starting point, our country civil servants from reform income structure, perfect the retirement system of our country civil servants YangLian system research and analysis of the direction.
