中国城市最低生活保障问题研究——以平顶山的实施状况为例 随着我国国有企业改革的逐步深入，下岗和失业群体逐渐扩大，城市贫困问题日趋显性化和严重化。为缓解城市贫困人群的生存压力，城市最低生活保障制度就应运而生了。低保制度发展十几年来，在各地均取得了较大成就，被誉为社会的“安全网”和“减震器”。自1998年底平顶山市建立起城市居民最低生活保障制度起，10多年来，平顶山市城镇低保工作取得了明显成效，但是，同时平顶山市城市居民最低生活保障工作还存在一些问题，制约了低保工作更好的实施。本文主要在探讨平顶山城市居民最低生活保障制度实施现状的基础上，对平顶山城市居民最低生活保障制度实施中存在的主要问题进行了探讨，并提出了进一步科学有效地实施城市居民最低生活保障制度的对策建议，包括科学地制定和调整低保资金管理制度、规范低保行政管理机制、加强基层工作力量等方面完善低保政策，努力朝着深层救助体系发展，建立健全的城市最低生活保障制度。 关键词：最低生活保障制度；低保工作；社会保障 Abstract Along with the deepening of the state-owned enterprises reformation, the number of the unemployed becomes larger and the problem of the poor-stricken in the city becomes more apparent and serious. In order to solve the problem of urban poverty, the minimum living standard security system came into being. Over the past decade, the development of the minimum living standard system for urban residents made outstanding achievements and was known as social “safety net” and “shock absorber”. Since the end of 1998, Pingdingshan established the minimum living standard security system that had remarkable achievements, but it also had some problems which restricted its developing. This article mainly discusses the main problems of the minimum living standard security system that based on the status of implementation, and proposes further scientific and effective implementation of livelihood guarantee system for urban residents, including the scientific formulation and adjustment of guaranteeing financial management system, standardize the administrative management mechanism guaranteeing, strengthening grass-roots work force subsistence allowances and other aspects of residents policies, and strive toward with deep relief system development, establishing and improving the urban minimum living security system.
