论西方发达国家阳光政府的理论实践对我国行政体制改革的启示阳光政府的建立已成为世界潮流,特别是自上个世纪40年代以来,各个发达国家都纷纷通过制定一系列法律的形式来确保政府的公共信息免费公布于众,真正实现政府的透明与公开。信息的公开不仅满足了公民的知情权，也使政府的行为得到了公民的监督和判断，使社会民主进程得到了较大发展。进入新世纪以来，中国的历史翻开了新的一页。随着我国加入WTO，国际合作一体化的趋势使得政府寻求更多的与国际逐渐接轨的管理方式。此外，人们的法律意识不断提高，公众对于政府及其各部门行政行为的透明度提出了更高要求，这就使得在我国建立政府信息公开制度实行政务公开成为一种必然。本文首先从阳光政府的背景、内涵及在我国推广的必要性对阳光政府进行一个简单的介绍，然后介绍阳光政府在我国的发展历程、各地阳光政府的建设情况，并从中总结目前我国阳光政府建设过程中存在的问题，最后针对构建阳光政府过程中出现的问题，提出相应的政策建议和改进措施。 关键词：阳光政府；政府信息公开；政务公开 Abstract Sunshine government establishment has become a worldwide trend, especially since the nineteen forties, each developed countries since have ballooned by formulating a series of legal form, to ensure that the government's public information free of true unfolds, the transparency and open government. This paper from the sunshine government's background, connotation and necessity of in our country to promote a sunny government introduced simply introduced, and then the sun in the development of our country government throughout history, the construction of the sunshine government, and to conclude at present our country sunshine government construction process problems in constructing sunshine government, finally appeared in the process of problems, this paper puts forward relevant policy Suggestions and measures for improvement.
