和谐社会构建中的农民工社会保障探析
农民工是伴随我国改革开放以及工业化和城市化发展而产生的特殊群体，进城农民工已经成为产业工人的重要组成部分，成为城市社会经济发展中无以替代的重要力量。他们在为城市繁荣和农村发展做出重大贡献的同时，却没有享受应有的社会保障。建立农民工这一特殊群体的社会保障制度，是构建和谐社会的基石。本文从建设社会主义和谐社会的视角，分析了农民工社会保障制度存在的问题、缺失的原因，深入剖析农民工社会保障缺失的隐患和建立健全农民工社会保障制度的意义，并从观念的转变、户籍制度的改革、加强立法工作、建立分层分类的农民工社会保障制度等方面，提出了富有针对性的政策措施。

Abstract
Rural migrant worker is a special group which produces in China’s reform and opening up ,industrialization and urbanization development,migrant wokers has become an important part of the industrial workers and important force irreplaceable in urban social economy development.While making contributions to the prosperity of cities and the development of rural,they have not enjoy due social guarantee.Establishing social guarantee system for this special group is the cornerstone of the harmonious society.This article from the construction of socialist harmonious society’s perspective ,analysis of their social guarantee problems in the system and the lack of and explores the hidden trouble of the migrant workers lack of social guarantee and a sound social guarantee system of rural migrant wokers significance.And from the perspective of concept change,the household registration system reform,strengthen the legislation,to set up the classification work of peasant worker’s social guarantee system and so on,proposed focalized policy measures.
