电子化政府与民意表达行为研究——以微博问政为例

电子信息技术的不断进步与完善，为电子化政府的建设奠定基础，推动了我国电子化政府的发展。“微博问政”作为电子化政府的新表现，不仅有效地拓宽原有的民意表达途径，帮助政府更好地解决了社会信息难以消化的难题，更重要的是促进了政府官员与民众的互动。政府借助政务微博公布政务信息，了解社情，提高工作效率，打造服务型政府，逐步提升自身执政的形象与水平；民众通过微博平台更好地维护自身权益，对政府进行监督，积极反馈社会实情并且献言建策。微博问政将极大地加速社会主义民主政治以及和谐社会的建设。

Abstract
The continuous improvement and perfection of electronic information technology lays a foundation for the e-government’s construction and promotes the development of China's electronic government. As the new behavior of the electronic government, “Micro-blogging politics” not only effectively broadens the original public opinion expression way and helps the government to solve the problem better that it is difficult for social information to digest, but also promote the communication between government officials and citizens. Supported by government affairs micro-blog, the governments publish government affair information and understand agency feeling and raise work efficiency, build a service-oriented government and gradually promote their own ruling images and levels. Through the platform, the public protect their own interest in a better way and make supervision of the government, actively feedback social actuality and provide some helpful suggestions. “Micro-blogging politics” will greatly strengthen the establishment of socialist democratic politics and harmonious society.
