论多边贸易体制与区域贸易安排的关系及其发展
全球经济正处于区域贸易安排与多边贸易体制并行发展的时期，两种体制间的协调显得尤为重要。多边贸易体制允许区域贸易安排的建立并对其作了规制条件，而区域贸易安排对多边贸易体制的影响利弊共存。
区域贸易安排已然得到以WTO为代表的多边贸易体制的肯定和包容，二者关系非常紧密，相互促进并制约，共同目标都是为了促进地区甚至全球经济的发展。而且从长远发展来看，区域贸易的增长必然会给全球贸易带来同样的好处，它将成为一股重要的经济势力与多边贸易共生共荣。但是在带来好处的同时，区域贸易安排也给多边贸易体制带来了困扰，如贸易转移效、应对最惠国待遇的挑战且削弱了多边贸易体制的多边性、阻碍多边贸易谈判等。但笔者认为，要辩证的看待二者关系，区域贸易的发展并不是对多边贸易体制的颠覆，而是多边贸易体制经过的否定再否定的螺旋式的上升。

On the Development and Relationship between Multilateral Trading System and Regional Trade Arrangement
Abstract:The global economy is experiencing a period of parallel development between regional trade arrangement and multilateral trading system, so the coordination between this two system becomes important. The multilateral trading system allows regional trade arrangement to set up and provide conditions, while the regional trade arrangement has both advantages and disadvantages on multilateral trading system.
The regional trade arrangement has got the prove and tolerance from the WTO, which is the representative of multilateral trading system, the relationship between them is closed and their goal is to promote the development of regional or even the global economy. Moreover, from the view of long-term development, the increase of regional trade will bring the same benefits to global trade. It will become an important economic force and develop with the multilateral trade.
Along with the benefits, regional trading arrangement also brings troubles to multilateral trading system, for example, the challenges that trade diversion bringing to the MFN and it also weakens the multilateralism of multilateral trading system, impedes multilateral negotiations. However, the author believes that we should view the relationship in a dialectical way and the development of regional trade is the upward spiral of multilateral trading system after its repeated denial rather than the subversion of the multilateral trading system.
