关于目前信访问题的几点思考

信访制度发展到今天，对中国的政治生活和社会生活产生的影响是不言而喻的。当前的中国社会正处在经济高速发展和社会转型的过程中，各类社会问题和冲突也不断增多，面对空前增多的集体上访、越级上访和重复上访，作为社会矛盾“缓冲气垫”的信访此时陷入了重重困境。本文系统地分析了信访工作在新的历史条件下存在的问题及制度性缺陷，并立足现实，着眼长远，站在建设法治社会的高度就如何对其进行有效的改革提出一些建议

Focuses on Several Problems over Resent Petition
Letter System
 
Abstract：It’s no doubt that petition letter system has been playing a very important role in political and societal affairs. Nowadays, it is a new landmark of China’s rapid development of economy and societal transformation, all in all, everything is in the process of improvement. On the other hand, petition letter system is impeded facing all kinds of problems and conflicts such as a surge of petitions beyond its own authority, collective and repeated petitions. As a buffer of so many problems it has encountered difficulties. In my article the analysises about these problems and weakpoints of system have been made under new conditions according to my observation and understanding. In addition that, I have also put forward some suggestions on carrying out effective reformations based on reality at the height of rule of law
