依法行政既是依法治国基本方略的重要组成部分，也是依法治国的核心和关键；是我国依法治国方略的重要体现，是依法治国方略得以深入实施的基本保障。近几年，虽然我国的依法行政建设取得了巨大的成就，积累了宝贵的经验，但是，我们也应当看到，我国目前依法行政还处于初步阶段，依法行政所实现的程度与完善社会主义市场经济体制、设社会主义政治文明以及依法治国的客观要求相比，还存在着不少差距和问题。为此，文章阐述了依法行政的内涵与基本要求，了依法行政的障碍的各种表现，探讨了影响和制约依法行政的障碍的原因，并提出了消除依法
