中国教育资源区域差异问题研究


中国作为一个发展中国家,地域广阔,不同地区的资源条件、经济水平、社会状况、文化传统等方面的状况也不同,经济社会发展呈现典型的二元结构,其中城市和乡村、经济发达地区和欠发达地区的差异非常巨大。改革开发以来,中国的经济得到了迅速的发展,国家加大了对教育的投资力度,使得教育也得到了迅速的发展。在经济、政策、社会、环境、地理等多方面因素影响下,中国的教育资源存在着严重的区域差异;针对中国教育资源的区域差异问题,不能一概而论,要具体分析各种差异的成因和现状,充分运用各种资源,促进教育体系的可持续发展。本文将教育资源区域差异分为城乡教育资源差异、高等教育资源区域差异和信息化教育资源区域差异三大块,通过对这三个方面的研究分析,分别提出了相对应的措施;并通过分析存在教育资源差异的原因和现状,以及各种教育资源的差异状况,借鉴国外调配教育资源的方法和措施,结合中国的实际国情,提出适合中国国情的和谐发展教育资源的措施。

Abstract

As a developing country, China has a vast area. The resources, economic level, social status and cultural traditions of different regions in China have the different conditions. Even the economic-develop shows typical dual structure present, among it, the difference of urban and rural, developed and underdeveloped economic regions are very large. Since reform and open, China's economic has developed very fast. China increased the investment of education, which made education obtain a rapid developing. Under the influence of economic, policy, society, environment, geography, China's educational resources existed serious regional differences. The different regions have different levels; the same area also has differences. The difference included the differences between developed and underdeveloped regions, urban and rural areas, higher education of different regions, education informatization of different regions, and so on. In the aspect of economic, regional educational level has direct link to their economic level; we should analyze the regional differences of education resources in China rather than treat them as the same, we need to analyze their cause and status in different ways and make full use of various resources to promot education’s sustainable development; This thesis divides education resources into three aspects, including  the education resources difference between urban and rural education resources, between high education recourse and between informatization education resources. Through analyze these three aspects, the author puts forward the measures respectively. By analysing of the reasons and state of education resources regional differences , taking example of foreign methods of balancing the education resources and combining the actual condition of China, This thesis puts forward the measures fit China’s education to make china education develop harmoniously.
