公共组织高成本运转的现状、原因与对策
我国作为世界上政府高成本运行的国家之一,过去政府本身是没有直接支付成本的义务的，所以政府的活动通常是以“只算政治帐而不算经济帐”为其依据的，这使得政府在主观上忽略了对其成本的控制，客观上又导致其成本的膨胀。然而，在市场意识逐步强化的今天，政府的高成本运作已成为遏制市场经济快速运行的一股力量。因此，如何控制政府成本已成为政府管理的重要内容。
我国特殊的国情决定了降低政府成本工作是一项系统的工作。政府作为最典型的公共组织，其运行成本是政府履行组织与管理社会的基本职能，矫正经济领域中市场失灵现象的客观基础；同时，不断提高的政府成本也会对社会经济资源产生替代和消耗效应，影响社会发展。因此，控制政府成本不仅是市场经济的要求、可持续发展的要求、社会公众利益的要求，同样也是我们建设资源节约型社会以及廉洁政府的要求。
本文通过探讨政府高成本的现状及其表现；进而从多方面归纳分析导致其高成本运转的原因；从而提出有效对策控制政府高成本，促使政府部门建立和发展成为一个更具合法性、更具效率性的公共管理典范。

Abstract
As the world government in one of the countries with high cost operation，the past government itself is no direct payment obligation，so the cost of government activities usually is “only count political account and not for its economic account”basis，which makes the government subjectively ignore the cost control，led to the cost of objectively and inflation。However，in a market consciousness gradually strengthens today，government’s high cost containment operation has become a rapid economic operation of market power。 Therefore，how to control the cost has become the important content of the government management。
Our special reality determines reduce the cost work is a system of work。The government as the most typical public organization，its operation cost is government to fulfill the organization and management of the basic functions of social economy and correction of market failure phenomenon；the objective basis；Meanwhile，continuously improve the government cost of social and economic resources will produce alternative and consumption effects on the social development。Therefore，controlling the cost is not only the requirement of market economy，the requirement of sustainable development and the social public benefit，but also our requirements of constructing a conservation-minded society and clean government requirements。
This paper discusses the current situation and its government high cost performance； And from the various paper analyses cause their high cost operation reasons；Thus proposed effective countermeasures to control the government high cost，government agencies to establish and develop into a more legitimacy，more efficiency of public management model。
