试论电子政务在中国的建设与发展

在全球经济一体化的环境下，程序繁琐，效率低下的传统政府经济管理模式已无法适应时代的要求。为适应新的行政环境，90年代以来，各国已把电子政务作为政府改革不可改革或缺的内容和工具。我国政府应尽快发展电子政务，实现政府管理创新。但由于电子政务在我国是一种新生事物，技术理性和技术要求远远超出了政府管理的现实情况。本文在分析了我国在发展电子政务过程中存在问题的基础上，提出了相关解决策略，为政府信息化的进一步发展提供一条可行的思路。

ABSTRACT
Under the environment of the global economic integration, the tedious procedures, and low efficiency of the government management traditional model has been unable to adapt the demands of the times. In order to adapt to the new administrative circumstances, various countries took the E-government as the content of the government reformed and which the tool cannot be lack. Our country government should develop the E-government as soon as possible, and realize the government management innovation. However, the e-government in China is a new thing, the technical rationality and the technical requirements have far exceeded the realistic situation which the government manages. Based on the analysis in the development of China's e-government issues in the course of proposing, this article proposes some relevant solution strategy for the Government of information for the further development of a feasible idea.
