周口市农村人力资源开发问题研究

周口市是一个农业大市、人口大市,总人口1086万人,其中农村劳动力620万人,农村富余劳动力338万人,农业人口占整个全市人口的80%以上,农村劳动力数量众多,位居全省之最。总体看,周口市农业基础薄弱,工业经济欠发达,科教文化程度水平低,是一个典型的以农业生产为主的中部比较落后的省辖市,农村人口资源异常丰富,“三农”问题典型而突出,所以对该市农村人力资源开发问题的探究很具有一定的代表性。数量庞大、质量低下的农村人力资源现状已经成为制约周口农村经济腾飞、农业现代化实现的巨大羁绊与障碍。如何破解“三农”问题,改变农村的落后面貌?本文认为,只有根据区域特点有针对性地开发农村人力资源,提高农民素质,把农村人口资源优势转变为人力资源优势,农村的现代化建设才能取得实质性的进展。
本文研究结构如下:第一部分主要是农村人力资源开发的相关理论。第二部分主要是周口市农村人力资源现状,包括周口市农村人力资源总体规模和性别构成、农村人力资源的转移开发等。第三部分主要是周口农村人力资源开发的制约因素分析。第四部分主要是加强周口市农村人力资源开发的对策与建议。

Abstract

Zhoukou City is a big agricultural city,  populous city, with a total population of 1086 people, including 620 million rural labor force,  338 million rural surplus labor, agricultural population accounts for 80% of the population over the city, the large number of rural labor force, the bit ranking the province the most. Overal, Zhoukou agricultural foundation is weak, less developed industrial economy, the low level of science education, is a typical agricultural production as the mainstay of the province is relatively backward in central cities, rural resources abundant, the "three rural" issue typical and prominent, so the city's human resources development in rural areas to explore it with a certain representation. Large number of rural poor quality of Human Resources has become a constraint Zhoukou economic growth in rural areas, agricultural modernization and obstacles to achieve great fetters. How to crack the "three rural" issue to change the backwardness of rural areas? This paper argues that only the targeted based on regional characteristics of rural human resources development and improve the quality of farmers,changing the rural resources into human resources, can modernization of rural areas in order to achieve substantive progress.
 This paper is structured as follows: The first part is mainly related to rural human resources development theory. The second part is the Zhoukou City current situation in rural areas of human resources development, including rural Zhoukou overall size and composition of human resources, transfer of rural human resources development. The third part is mainly rural human resources development Zhoukou constraints analysis. The fourth part is to strengthen human resources development in rural areas Zhoukou countermeasures and suggestions.
