国有企业内部绩效管理及其系统构建


在市场经济高速发展下,要想在新的市场条件下求生存,我国国有企业就必须要增强自身的优势,改变不利因素。不仅要增强自身的硬实力,还要从自身内部来加强人力资源管理,促进国企内部管理的优化,完善人力资源的优化配置,才能更好的实现其发展战略目标。其中,作为人力资源管理工作核心的绩效管理更是国企需要注意的重点。本文从我国国有企业的现状入手,分析出国有企业绩效管理系统建设的普遍问题是绩效管理系统本身的不完善和与其他人力资源管理系统存在矛盾,阐述了完善国企内部绩效管理系统的基本途径,并在此基础上提出合理的建议,对稳定国有企业的发展、增强其竞争力有一定的意义。

Abstract: In the rapid development of market economy, want to be in the new market conditions in order to survive, the state-owned enterprises of our country must enhance oneself advantage, change adverse element. Not only to enhance their own strength, but also from its own internal to strengthen human resources management, promote state-owned enterprise internal management, improve the optimizing allocation of human resources, in order to better achieve the strategic goal of development. Among them, as the work of human resource management performance management is the core of state-owed enterprise needs attention. This text is from the our country state-owned enterprises start with the status quo, analysis of the state-owned enterprise performance management system construction is the widespread problem of performance management system is not perfect and other human resources management system of contradictions, described the perfect performance management system in state-owned enterprises of the basic approach, and based on this puts forward the reasonable proposal, on the stability of state-owned enterprises development, enhance the competitiveness of a certain significance.
