浅析我国出口市场多元化战略


经过10多年努力已初步取得成果。目前我国出口市场已形成以美国、日本、欧盟、港台为重点, 遍布全球的多元化格局。但是, 随着形势的发展, 这一战略的内容、目标、途径, 以及实施都出现了不同看法, 甚至对战略本身的意义也提出了质疑。一方面是因为欧、美、日等传统市场法制健全, 市场成熟, 渠道比较固定, 委托新市场则可能存在较大的商业风险, 需要花费大量精力和财力。另一个主要原因在于中国对开拓出口新市场的支持力度尚不够, 开拓新市场的成本需企业承担。在世界经济贸易形势和我国外贸发展发生较大变化的情况下, 原有的已实行多年的多元化战略从内涵定位到措施思路在实践中均显示出不足, 应对其重新审视, 进行调整, 赋予其新的内涵, 并据此制定可行的政策措施。

Analysis of China's Strategy of Diversifying Export Market
                         
Abstract

From 1981 to 1991, our country`s foreign trade export had increased by 3.3 times, and its share in the international trade was the highest in record. In order to the good developing situation of foreign trade export, China has worked out the strategy of export market diversification, which is to reduce the market concentration, and to reduce the market risk. After ten years efforts, the strategy has made the preliminary results. At present, a globalized diversified structure of China`s export market came forth, which focus on United States, Japan, European Union, Hong Kong and Taiwan.
However, with the development of the situation, there appeared different views to the content, objectives, approach, and implement of the strategy, and even on the strategy itself is also questioned. On one hand, the reason is because the legal system of traditional markets such as in Europe, America, Japan is perfect and the market is mature and the channel is relatively fixed. Oppositely, the new market may have large commercial risk. It needs to spend a lot of energy and financial resources. Another primary reason is that China gives no enough support to exploit new export market. Enterprises need to bear the cost it by themselves. Under the situation of the world economy and trade and the development of our country`s foreign trade have great changes, the original diversification strategy which has implemented many years shows its shortages from the connotation to localization in practice. We should review to survey it, and adjust and give it a new connotation, and accordingly formulate feasible policies and measures.
