东西部学前教育资源均衡发展的比较研究——以浙江省和甘肃省为例

教育均衡发展是国家中长期教育改革与发展规划所追求的目标。在我国,学前教育的区域性不均衡发展情况十分严重,东西部学前教育发展失衡尤为突出。研究基于对浙江省和甘肃省的比较研究,发现东西学前教育发展不均衡衡主要表现在入园机会失衡、学前教育经费的差异,学前教育师资的差异以及学前教育办学条件的差异。造成东西学前教育发展失衡的原因既有经济和文化因素,也有地理条件等客观因素,促进东西学前教育均衡发展
需要国家政策的重视与财政的支持,也需采用因地制宜的发展策略等措施。


Balanced development of education is the pursuit of the goal of national long-term education reform and development planning. In China, the uneven development of the culture of pre-primary education is very serious, especially  the gap between the eastern and western. Based on a comparative study of Zhejiang Province and Gansu Province we find that problems are mainly manifested in the imbalance of admission opportunities, difference funding condition , difference teachers resources, as well as pre-primary school  education conditions. The reasons for all this phonomenon are not only because of the economic and cultral factors but also objective geographical conditions. To facilitate the development of pre-primary school education in both estern and western part of china, government politics should be available, and strategies that adjust measures to local conditions should be available as well.
