中英养老金制度对比

随着全球人口老龄化的加剧，各国政府都在积极想办法应对越来越沉重的退休人员养老金负担。英国是工业大国，也是人口老龄化较为突出的国家之一，其政府每年不得不花费大量的金钱用于养老金的支付，这常常使英国政府的财政收入入不敷出。面对这样一种状况，英国相关部门正在着手对养老金制度进行再一次的改革，希望缓解上述状况。同时，英国是世界上公认的最早实施养老金制度的国家之一，它的养老金体系历经了上百年的发展与改革，目前形成了著名的养老金“三支柱”体系。与之相比，中国的养老金制度建立较晚，经过近70年的发展，确立了社会统筹与个人账户相结合的模式。然而，我国养老金需要覆盖的范围极广，而现有的制度还有许多不完善的地方，所以需要进行有力的改革以适应经济发展，保障人民福利。中国在改革养老金的过程中，可以借鉴英国的改革改革思路和方法，取其精华，去其糟粕，争取尽量做到事半功倍。

A Comparative Study on Pension System
between China and UK

Abstract

With the intensification of global population aging, all governments are actively thinking of ways to deal with the heavy burden of retirement pensions. UK is an industrial country and it is also one of the aging countries and its government has to spend a lot of money for the payment of pensions each year, which often makes the revenue of British government fail to make ends meet. Faced with such a situation, the relevant departments are once again working on the pension system reform, hoping to alleviate the above situation. Britain is one of the countries with the first world recognized implementation of the pension system. And pension system in UK has witnessed hundred years of development and reform. Right now, the current system is the famous “three pillars" pension system. Comparative speaking, Chinese pension system has established relatively late, and after nearly 70 years of development, it has established the mode of combining social pooling and individual accounts. However, the existing Chinese pension system is far from perfect as a result of its calling for a much wider range of coverage, and effective reforms are needed to adapt to economic development, and to protect the welfare of the people. In the process of its reform, China can learn from the UK whose pension system has relatively well developed.
