政府在科技型中小企业发展中的角色定位研究

摘     要

科技型中小企业作为一个国家科技发展的先锋，既是加快科技成果转化、实现技术创新的有效载体，也是国民经济增长的重要源泉，在各国经济发展中的作用越来越重要。目前，我国科技型中小企业正快速发展，对国民经济的贡献越来越大。当然也存在着一些问题，因此，政府在科技型中小企业发展中必须正确定位自身角色，发挥其应有的职能，在对科技型中小企业发展中存在的问题进行深入的考察和分析的基础上，提出一系列促进科技型中小企业发展的对策建议：政府应该健全科技型中小企业的政策、法规；加强扶持力度，完善社会化服务体系；大力支持、鼓励科技型中小企业的创新活动；加强监督力度，提供一个良性竞争、公平有序的市场环境。

Abstract
As a pioneer, Small and Medium-sized Science and Technology(S&T) Enterprise is not only the effective carrier to accelerate its transformation and realize technical innovation, but also an important source of economic growth, which play a more and more important role in many countries. Nowadays, these Small and Medium-sized Enterprises are developing rapidly in China and make a greater contribution to national economy. Of course, some problems do exist. Therefore, the government must put itself in a correct position in the development of Small and Medium-sized Enterprises and plays its own function. Moreover, they could give these enterprises countermeasures and suggestions to the problems after deep search and analysis. Also, the government should perfect the policy, laws and regulations of the Small and Medium-sized (S&T) Enterprises, improve the social service system, support and encourage innovation activities of these companies; strengthen supervision to provide a benign competition, fair and marketing environment.
