摘 要

弹性福利计划是一种新兴的福利管理模式,从起步以来,发展迅速,适用性强。目前中国的现实国情已基本具备实施弹性福利计划的环境,但在实操过程中还是存在一系列问题,其中有制度本身难以避免的客观性问题;也有企业受传统福利模式及战略管理方式的影响,弹性福利计划实施的渠道不适宜的问题;有来自员工方面需求多样化的扩展和决策盲目性的增加的问题;还有部分管理人员陈旧的思想观念和较低的思想道德素质导致的福利绊脚石的问题……针对实施过程中出现的各类型问题,本文将在阐述其问题的基础之上从宏观上勾勒出一套完整的弹性福利计划设计的蓝图:充分了解福利计划设计的前提因素;着重把握员工福利购买力的确定、福利定价和各种机制配置;及时反馈整个计划实施流程的有效信息和不良因素,调整并完善;即主要从弹性福利的设计、制定、实施到评估各个环节提出针对性的决策和合理的方案设计步骤。

Abstract

Flexible benefits plan is an emerging pattern of benefits administration,since from the beginning, it has developed rapidly and its applicability is very strong. The actual situation in China has been prepared for the environment of flexible benefits scheme, however, in the course of actual operation, a series of problems still exist .Among them,there is some difficulty which system is hard to avoid; also, because enterprises affected by the impact of the traditional welfare model and Strategic management, the channel of implementing buffet welfare is not appropriate. There are so many problems come from the expansion of staff’s demand for diversification and the Increasing of blindness in the decision-making.Also, part of managers with lower thinking quanlity carry old ideas …In order to solve various types of problem in the implementation process, The article will outline a blueprint for a complete set of flexible benefits scheme from the macro level after solving the basis problems: understanding the premise factors of welfare programs designing ;focus on the determination of staff’s purchasing power for welfare , pricing benefits and configuration of Mechanisms. Feedback the effective information and bad information timely, adjust and improve it rightly. In general, it means that made the specific views and reasonable steps after the design, development, implementation and evaluation of the flexible benefits.
