摘  要

政府绩效管理是对政府履行一系列政府职能所取得的成绩和效益进行过程监控与结果评估的管理活动。20世纪80年代,政府绩效管理产生并兴起于英美两国,随后迅速在世界范围内产生了影响。随着我国加入WTO,与世界的联系逐渐加强,政府管理面临着巨大的压力,迫使我国政府不得不加快推进行政管理体制改革,自20世纪90年代开始,我国开始关注政府绩效管理的研究,并将其应用于我国的政府管理之中。
近年来,我国中央以及地方各级政府都对绩效管理在我国的应用进行了一定的探索,逐渐形成了一系列适合我国基本国情的绩效管理体系,强化了我国政府的“顾客导向”意识,促进了政府服务的公平、高效,提高了行政效率,降低了行政成本。但由于我国目前正处于社会转型期且我国政府绩效管理起步较晚,加之受传统观念的不良影响,我国的政府绩效管理在实施环境、管理主体、评估体系等方面还存在着诸多问题,严重阻碍了我国行政管理体制改革的进程。为继续推动政府绩效管理在我国的发展,要树立科学的政府绩效管理理念,加强理论研究和立法工作,促进评估主体多元化,设置独立的绩效管理部门,引入竞争机制,建立科学评估体系,实行正确评估方式,完善信息系统,大力发展电子政府等。

Abstract

Government performance management is a series of government functions of government to fulfill the achievements and benefit the result assessment process monitoring and management activities. In the 1980s, the government performance management produce and emerged in Britain and the United Kingdom, and then rapidly worldwide gave rise to influence, with China's accession to the WTO, and world relation gradually strengthen, government management faced great pressure, forcing our government had to accelerate reform of the administrative system, since 1990's, China began to watch for government performance management research, and its application in the country of government management.
In recent years, China's central and local governments are on the application of performance management in our country it is explored, and gradually formed a series of suitable for China's basic national conditions of performance management system, strengthening the Chinese government's "the customer orientation" consciousness, promote the fair, efficient government service, improve the administrative efficiency, reduce the administrative costs. But because our country is currently in social transition and our government performance management startting evening, together with the traditional concept of adverse impact, our country government performance management in the implementation of the environment, management subject, evaluation system still exist many problems, seriously hindered China's administrative system reform process. To further promote the government performance management in the development of our country, it is necessary to establish a scientific government performance management ideas, strengthen the theory study and legislative work, promoting diversification, set up independent evaluation of performance management department, introducing competition mechanism, establish a scientific assessment system, and adopt the correct evaluation mode, perfect information system, developing electronic government and so on.
