招聘工作是人力资源管理的前提和基础,是组织实现其绩效和目标的重要保证。员工招聘工作质量如何,对企业的影响往往是根本性、长期的,甚至有时是决定性的。本文运用人力资源管理的基本理论,分析了现阶段招商信诺在人员招聘过程中存在的问题及原因,对招商信诺构建有效的员工招聘体系进行了较为全面的研究。
本章首先介绍了人员招聘的基本理论,强调了招聘工作在人力资源管理工作中的重要意义。通过对现阶段招商信诺在人员招聘过程中存在的问题进行了分析,提出了人力资源规划和工作分析是有效招聘的前提。本文从三个方面对构建有效的招聘体系进行了分析:首先,在招聘前应做好人力资源的供需预测、制定合理的招聘计划、建立合理的招聘小组并对其进行必要的培训。其次,在招聘过程中,应建立和实施规范的招聘流程、选择有效的测评工具来甄选应聘人员,并通过合适的渠道和方法来实施招聘。最后,招聘后应适时招聘的评估和反馈,以确保对招聘效果的控制和改进。
本文还提出了在招聘中应注意的问题,指出创建良好的企业文化,为招聘工作公正公开的进行,建立公平竞争的机制,创造良好的氛围的重要意义;以及建立企业的人才库有助于招聘工作的顺利、高效进行。

Abstract
Recruitment is not only the premise and basis of human resource management, but also an important guarantee for an enterprise to make the object and performance come true. How the quality of recruitment is usually produces fundamental, long-term and even sometimes decisive influence on the enterprise. This thesis makes use of the basic theories of human resource management, analyzing the existent problem and the reason in the process of recruitment in CIGNA-CMC at the present stage, carrying on studying more completely to set up the effective recruitment system in CIGNA-CMC.
First of all, the thesis introduces the fundamental theory of employee recruitment, laying emphasis on the significance of recruitment in human resource management. Through analyzing the problems existing during the process of recruitment in CIGNA-CMC, the author points out that personnel planning and job analysis are the pre-conditions of effective recruitment.
The thesis analyzes the establishment of effective recruitment system from three aspects: Firstly, during the pre-recruiting period, we should forecast the personnel supply and demand, make a feasible recruitment plan, build up effective recruitment group, and provide necessary training to the members. Secondly, during the while-recruitment period, normative recruitment process, effective testing methods and suitable channel are all indispensable for the effective of recruitment. Lastly, the after-recruiting evaluation and feedback is the guarantee to control and improve the effect of recruitment.
The thesis also introduced issues that we should pay attention to in the process of recruitment, pointing out that a good enterprise culture should be set up for the recruitment fairly and openly carrying out and fair competition and creates a good atmosphere for the important significance; and the establishment of enterprises’ talent contributes to carrying recruitment out efficiently and smoothly.
