转型期建设服务型政府的策略研究

摘  要

自二十世纪七八十年代以来，世界各国政府都把构建服务型政府作为政府改革的主要目标，构建服务型政府已经成为世界行政改革的一种潮流。我国曾经采取的发展型政府模式已不再适应当今的社会发展，显露出很多弊端，产生或加剧了很多社会问题，因而时代的发展要求我国政府从以往的“发展型政府”向“服务型政府”这一全新的模式转变，向更发达、更充满活力与生气的社会转变。
本文对社会转型期的内容及其对社会的影响进行了说明，以便更好的理解政府的发展及其职能转变。同时给出了政府职能的相关内容，分析了发展型政府的利弊，强调了政府职能转变的必要。文章主要从服务型政府的定义与特征、建设服务型政府的必要性以及服务型政府的建设这几个方面进行了论述，并分析了当前我国服务型政府建设存在的几个问题。本文主要认为,要实现公共服务社会化,政府必须强化服务意识，引导公民参与，使服务型政府理念能被大众所了解和接受并合法化，在推进政府职能的转变的同时要坚持依法行政、增强政府工作的透明度，还要简化并优化服务人员，提升公务员队伍的整体素质，并通过评价政府绩效的指标以及政府绩效评估机制的完善来确保政府服务的落实。我国会进一步建设服务型政府，并随着社会的进步和发展，完善其建设。

Abstract

Since the 1970s and 1980s, governments around the world build a service-oriented government regarded as the main objective of the reform, and building a service-oriented government as administrative reform has become a world trend. The development of the model which the government of China had taken is no longer fit for the current needs of social development, has revealed many shortcomings, and has exacerbated many social problems, thus the development of the times demands our government to change, from development-oriented government of the past to service-oriented government — this new model, to the more developed, more dynamic and vibrant social.
In this paper, the content of social transition and its impact on the community was in order to understand the government's development and its changing functions better. At the same time, this paper provides the relevant content of government functions, analyses the advantages and disadvantages of development-oriented government, and emphasizes the need for the transformation of government functions. The article were discussed mainly from the definition and features of service-oriented government and building a service-oriented government and the need for building a service-oriented government, and analyzed some problems about construction of service-oriented government in China. This paper believes that, for achieving social and public services, the government must strengthen the sense of service, and guide citizen participation, the concept of service-oriented government can be understood and accepted by the public and legalized, at the same time of changing of government functions, to uphold the administration according to law and to enhance the transparency of government work is more important, and to simplify and streamline services and to upgrade the overall quality of the civil service is also paid more attention. We need the evaluation of indicators of government performance and the mechanism of evaluation of performance to ensure the implementation of government services. China will further the building of a service-oriented government, and improve its construction with social progress and development.
