xx省建设人力资源强省路径研究


摘  要

在知识经济时代,区域人力资源的开发和利用程度将直接决定区域经济发展水平。党的十七大明确提出了“优先发展教育,建设人力资源强国”的宏伟目标。河南省是人口大省,如何把沉重的人口压力转化为人力资源优势,实现人力资源大省向人力资源强省的跨越,对实现中原崛起有重要意义。纵观国内人力资本与经济发展的关系的理论研究后发现,实证研究方面多关注沿海发达地区,而对于中部地区特别是人口大省河南的研究较为薄弱。本文根据统计年鉴数据资料,从人力资源数量和质量、社会老龄化程度、人力资本投资等方面分析了河南省人力资源的现状以及人力资本投资现状与问题,通过对教育资源、生均教育经费、人均受教育年限等指标的研究后,提出从人均受教育水平、全民健康水平以及人力资源利用效率三个方面着手建设人力资源强省的政策建议,为实现中原崛起提供人才保证。

Abstract
At the age of information, the exploitation and utilization of regional human resources directly determines social economic development. The 17th National congress of the CPC has already put forward the significant goal,” give priority to the development of human resources while improving education”. Hence, it is extremely essential for Henan Province to transfer its great population burden to an advantage of human resources and become one of most advanced provinces successfully. Dating back to all the researches on the relationship between economic development and human resources, we find that few of them focus on midland of China, such as Henan Province. Given the limited scope of previous studies, we apply analysis method to describe the status quo of human resources and investment of Henan Province in the aspect of the quality and quantity of HR and the problem of population aging. In the light of the studies on education resources, per capital of education outlays and years, this paper provides advices for the development of HR in Henan province and paves way to make the slogan of “prosperous of midland of China” come true.
