知识经济时代的竞争主要是人才的竞争,而薪酬作为吸引、激励和留住人才的重要手段在企业人力资源管理中发挥着巨大的作用。薪酬政策作为企业支付薪酬的基本原则、导向和目标,是企业人力资源政策的重要组成部分,直接影响企业战略是否能够落实。只有实行与企业战略相吻合的薪酬制度,才能使得员工帮助企业成功实现经营战略。现代企业中,企业的核心竞争力不仅限于先进的技术和规模经济等带来的成本领先。管理出绩效、管理制胜的时代已经来临,战略薪酬为企业吸引和留住员工、提升企业核心竞争力提供了新的利器。企业的薪酬制度必须与企业的经营战略相适应。本文在分析传统薪酬制度的特性及存在问题的基础上概括了战略薪酬的内涵和特点,总结了影响战略薪酬设计的基本因素,提出了战略薪酬设计的具体过程及方法,以及运用中外企业在不同发展阶段采取不同的薪酬战略的案例,更进一步地说明战略薪酬作为企业战略不可或缺的组成部分的重要意义。

ABSTRACT
The competition in knowledge economy times mainly focuses on talents. Salary, as an important means for attracting, stimulating and keeping the talents, plays an irreplaceable role in human resources management of enterprises. Salary policy, a basic principle, guidance, and target of paying salary in enterprises, is an important component of human resources policy in enterprises, directly influencing whether strategies can be implemented. Only by carrying out the salary system which coincides with the strategy can staff help to realize a successful management strategy. In modern enterprises, the core competence is not only limited to the cost leading brought by such advanced technology and scale economy. A new century has come since management yields performance and success. Salary strategy, not only provides an edge tool for enterprises to attract and retain employees, but also enhances the core competence of enterprises. To conclude, the salary system must be adapted to the management strategy. Based on analysis of the feathers of conventional salary system and existing problems, this thesis summarizes the connotation and characteristic of salary strategy. Moreover, as to the impact on strategic salary design, its fundamental elements are concluded, and its specific process and method are presented. Furthermore, this thesis applies the cases, which salary strategies are adopted in different development stages in domestic and abroad enterprises, to further explain strategic salary is the indispensable component in enterprise’s strategy.
