创新经济与中小企业人力资源管理创新

摘 要

现在市场竞争越来越激烈了,每年都有很多企业倒闭,然而在倒闭的企业中80%是中小企业。创新经济时代,企业竞争的重点逐渐转向对人力资源的争夺,对企业的人力资源管理提出了新的要求。为使人力资源的作用得到充分发挥,必须顺应时代的发展,改革传统的人事管理。本文主要通过文献研究法﹑定性研究法和实地调查等方法进行研究。
本文首先介绍了创新经济,中小企业和人力资源管理创新的定义和内涵。其次中小企业人力资源管理存在的问题,主要从人力资源规划;激励和约束机制;培训;人力资源部门的定位以及中小企业人力资源流失等方面进行分析。再次阐述了中小企业如何根据自身的特点在创新经济这个大背景下进行人力资源管理创新,在创新内容涉及到创新性人力资源管理与传统的人力资源管理的区别;中小企业人力资源管理要改变观念,接受和认可“人本管理”理念,树立服务人才的理念和心理管理的理念;从吸引人才﹑激励人才等方面建立有效的人力资源开发体系;人力资源管理部门的角色定位与职能转化;建立系统性和连续性的培训体系;对员工实行职业生涯管理和创建创新性和积极健康的企业文化来增强企业文化对员工的引导作用和增强向心力和凝聚力等方面。

Abstract

Now increasingly fierce market competition, and every year many business failures, however, the closure of enterprises in 80% of SMEs. Innovative economy, competitive gradually shift the focus of competition for human resources, human resources management of enterprises put forward new requirements. To make the role of human resources into full play, must adapt to the times of development, reform the traditional personnel management. In this paper, through literature Law, the qualitative research method and field investigation method is used.
 This paper introduces the innovation economy, human resource management innovation of SMEs and the definition and connotation. Second Small problems in the management of human resources, mainly from human resources planning; incentive and restraint mechanisms; training; human resources position and the loss of small and medium enterprises in areas such as human resources analysis. Describes how to once again own characteristics of SMEs in the innovation economy against the backdrop of this large human resource management innovation, innovative content comes to innovative human resource management and the traditional distinction between human resources management; small and medium enterprises to change the concept of human resource management , accepted and recognized &quot;people management&quot; concept, the idea of establishing service personnel management philosophy and psychology; Incentives to attract talent from the talent and so establish an effective human resources development system; Human Resource Management Roles and functions of the transformation; to establish systematic and continuous training system; on the implementation of career management and employees to create innovative and active and healthy corporate culture to enhance the role of culture on staff to guide and strengthen solidarity and cohesion and so on.
