从“唱红歌”现象看政府 主导式之“重庆模式”

   “唱红”，是“唱红歌、读经典、讲故事、传箴言”活动的简称，是重庆从2008年开始兴起的大规模群众性文化活动，是有利于社会主义精神文明建设的活动。重庆大力提倡唱红，是因为“唱红歌”具有发扬中华民族自强不息的优良品质、重庆人民艰苦奋斗的精神等重大意义，激发了重庆人民为创造更好生活的冲劲。这一现实情况充分体现出政府主导发展模式之“重庆模式”。“重庆模式”表现为五个重庆：“宜居重庆”、“健康重庆”、“平安重庆”、“畅通重庆”、“森林重庆”等，在这一指引下重庆在各个领域均取得了丰硕成果，但同时也凸显出很多的弊病。我国政府主导模式的在历史大一统因素及现实因素制约的影响下形成，主要表现在公共财政、公共审批、公共管理等方面，作用领域主要集中在金融、基础设施、制度体系等方面。本文从“唱红歌”现象入手，窥测“重庆模式”的内涵、取得的成果以及存在的不足。对于重庆模式中出现的各种问题，如缺乏可持续性政策保障、民主氛围和长远动力等，各个发展特色发展模式政府应引起高度重视，要妥善处理好政府与市场的关系，做到“不越位、不缺位”；同时要处理好政府与社会的关系，使“全能政府”转变为政府治理，实现“强政府、强社会”的目标。期望本文能为我国的发展提供理论框架方面的支持。

Formation of Government-led model in China under the influence of history of everything, there are real factors of restriction, mainly for public finance, public approval, public management, areas mainly in the areas of finance, infrastructure, System. This article from the "red song" approach, seeking "model in Chongqing" connotation, and deficiencies of the results achieved. For problems arising in the Chongqing mode, such as lack of sustainability policy, democratic environment and long term power, all characteristic development mode of development, the Government should attach great importance to the, to properly handle the relationship between Government and market, without offside, vacancy. At the same time we should properly handle the relationship between Government and society so that the "universal Government" into governance, achieving "strong Government, strong community" goal.
