新医疗卫生体制改革背景下的城市社区卫生服务站之发展分析——以中山市为例

摘要
中国的医疗卫生体制弊端重重，看病贵、看病难成为老百姓普遍的共识。2006年，中国开始新一轮的医疗改革，医疗保障体系的健全是新医改关键中的关键，其重点是发展社区卫生服务，并以此带动和促进城镇职工基本医疗保险制度、药品生产流通制度和医疗救助制度等方面的改革与发展。本文通过对相关学者的研究成果的学习和分析，对社区卫生服务及社区卫生服务站的概念进行了界定，阐述了当前我国城市社区卫生服务的人格化服务、综合性服务、持续性服务、协调性服务和可及性服务的特点，及其发展状况。了解英国、美国和澳大利亚等国家的典型社区卫生服务体系，分析我国社区卫生服务发展的成果和存在的问题。以中山市为例，开展问卷调查，结合充分的二手文献，分析其在新医疗卫生体制改革背景下，通过加强监督工作和内涵建设等有效措施所带来的成果；同时，根据城市社区卫生服务站建设中存在政府投入与补偿不足、双向转诊制度不完善和人力资源机构不合理等问题，提出了坚持政府主导、鼓励社区参与、健全社区卫生服务网络等发展方向和思路。

Analysis of Construction of City Community Public Health Service Station under the Background of Reform of Health Care System——Zhongshan          City As A Study Case
Abstract
The medical and public health system of China is confronted with numerous difficulties. The problems of the lack of the health resources and high cost become a consensus of civilians. In 2006, China starts the new reform of health care system，To set up a sound medical assurance system is the key issue for reforming the health care system, focusing on developing community health services, which has effectively improved & given impetus to reform and development of the basic medical insurance system for staff members and workers in cities and towns.
The article through to the relevant academic research results of study and analysis，defined the community health service and community health service stations concept. It is discussed the urban community health service characteristics and development of the situation. Realize Britain, the United States and Australia and other countries the typical community health service system, analysis of the development of China’s community health service achievements and existing problem. An example of Zhongshan City, analysis of the new medical health system reform in the background, through the effective measures brought about by the result. In the meantime, according to the city community health service station construction in light of the existing problems, and puts forward the future development direction and thinking.
